When a PBIED is discovered, there is an immediate, life-threatening danger. The priority is to stop the device from detonating and to protect people. If the device cannot be safely disarmed or rendered harmless, and there’s no safer alternative that can quickly neutralize the threat, using deadly force to neutralize the device is the justifiable action. Evacuation and warning are essential protective steps that reduce risk, but they don’t directly halt an armed device. Detaining the individual might not be feasible or safe given the speed and danger involved. So, in the moment of recognizing a PBIED and facing an imminent threat, the option that directly mitigates the danger is to use deadly force.
